Given the standards today, it would be impossible for anyone to ascertain at which point a game is 'done'. ANd that is what I hate. Though some if not many are 'released' because out of money for development (maybe still better than releasing nothing I guess.). Only few have the decency to actually state that.². TUG for that matter.
TL;DR: They stopped development to restart to a total different game under same name and same steam page. And then run out of money. And fired most of staff. Supposedly the company still exists and the game is still developed. But I have my doubts.²= See e.g.

Spacebase DF-9. TL;DR: They released with the announcement that they release it because they dropped the project because they ran out of money for development. (company has a poor track record to keep costs in check, see their brilliant adventure which they had to release in two parts, because they ran out of money even thought they got more than 10 times or so the amount of money they originally asked for).
